EU post-2013 farm policy: Delivering food and environmental security?

Fondation EurActiv organised for Monday 28 June a lunchtime Stakeholder Workshop on the review of the EU’s Common Agricultural Policy. The workshop was organised with the support of Syngenta.

Programme

The EU’s Common Agricultural Policy (CAP) is up for review, as its current embodiment is due to expire in 2013.

The options for reform are being debated in the aftermath of world food price instability in 2007-2008 and amid unprecedented environmental challenges arising from climate change:

  • How will the reformed CAP respond to the challenges of climate change, water scarcity and declining biodiversity? Can public goods be quantified and incentivised?
  • Should the CAP promote productivity and competitiveness of European agriculture, and how?
  • What role is there for global trade liberalisation? What would the creation of an EU-Mercosur free trade area mean for the European agricultural sector?
  • Why are Europe’s farmers increasingly facing poverty? How can a reformed CAP support farmers from all EU-27 answer agricultural challenges?

The European Commission will table a menu for general CAP reform options in the second half of 2010, and submit formal legal proposals by mid 2011.
